Clark started with Preston County E-911 in July of 1996 as a 911 Telecommunicator. He was appointed as the E-911 Addressing Coordinator in 2006 and worked on completing the conversion of all of the Rural route addresses in Preston County to E-911 Physical Addresses. The project was completed, and Preston County was recognized as an enhanced 911 center in December of 2009. Clark was appointed as a Preston County Floodplain Manager in 2007 and became a Certified Floodplain Manager (CFM) in April of 2011. Since that time, Clark has worked on many different aspects of Floodplain Management including Hazard Mitigation Buyouts, floodplain permitting, training of local officials, and was involved in the municipal inter-governmental agreement consulting project. He has attended many training courses and has real world field experience in floodplain management. In 2024, Clark was awarded as Floodplain Manager of the year, presented by the West Virginia Floodplain Manager's Association.
