Name
Resurveying the Historic Boundary Between Baltimore and Carroll Counties, Maryland
Date & Time
Friday, July 10, 2026, 8:00 AM - 10:00 AM
Description

This seminar explores the technical, legal, and historical dimensions of conducting a modern resurvey of the boundary line between Baltimore County and Carroll County. Established in 1837 when Carroll County was formed from portions of Baltimore and Frederick Counties, the resurvey reflects the retracement of the original 1841 survey and involves over 160 years of evolving surveying practices, land use changes, and legal interpretations.

Participants will examine the original legislative acts that defined the county line, early survey methods used to monument and describe the boundary, and the challenges presented by lost or disturbed monuments, natural feature shifts, and conflicting deed calls. The seminar will also address the application of contemporary surveying technologies—such as GNSS positioning, GIS integration, and digital record research—in reconciling historic intent with present-day spatial accuracy.

Key topics include:
  • Interpreting 19th-century metes and bounds descriptions
  • Legal principles governing boundary retracement versus reestablishment
  • Evaluating historical plats, field notes, and archival records
  • Coordinating with county officials, property owners, and county agencies

Case examples drawn from the Baltimore–Carroll boundary will illustrate how professional surveyors balance historical evidence, statutory authority, and modern measurement precision in reestablishing a politically sensitive and legally significant jurisdictional line.
