Kurt Donaldson

Kurt Donaldson is the manager of the WV GIS Technical Center located at West Virginia University. The Center provides focus, direction, and leadership to users of GIS and remote sensing. Since 2003, the Center has been a cooperating technical partner with FEMA Region 3 and the State NFIP Office in support of FEMA’s National Flood Insurance and Risk MAP programs. In 2006, the online WV Flood Tool was developed for users to make informed decisions about the degree of flood risk. During the past decade, the functionality and quality of data layers of the WV Flood Tool have progressed, resulting in the increased usage of the web tool. In 2018 the Center received an Esri Special Achievement in GIS Award recognizing the WV Flood Tool for its significant contributions to GIS technologies; and in 2024 received a Distinguished Service Award from the WV Floodplain Management Association for its contributions to floodplain management in the state. Mr. Donaldson is a charter member and past president of the WV Association of Geospatial Professionals, and in 2012 was awarded a GIS Professional Lifetime Award.

Kevin Sneed started in the NFIP Coordinators office in Feb,2010. He then promoted to the WV State Coordinator for the National Flood Insurance Program and held this position until 2020. Starting in 2020 he was the CTP Grants officer until 2022, at this time he began working on Rain Gages and weather stations around the state of WV. Kevin has now returned to the CTP Grants officer position with WV Emergency Management Division.
Prior to his present positions with WVEMD, Kevin served for over nine years as a WV State Correctional officer in a supervisory position. He was also Broadband Technician for five years with Suddenlink Communications. Kevin is a lifelong West Virginian and resides with his wife of 35 years and raised six children in the Malden area 2 of which are still living at home..

Clark started with Preston County E-911 in July of 1996 as a 911 Telecommunicator. He was appointed as the E-911 Addressing Coordinator in 2006 and worked on completing the conversion of all of the Rural route addresses in Preston County to E-911 Physical Addresses. The project was completed, and Preston County was recognized as an enhanced 911 center in December of 2009. Clark was appointed as a Preston County Floodplain Manager in 2007 and became a Certified Floodplain Manager (CFM) in April of 2011. Since that time, Clark has worked on many different aspects of Floodplain Management including Hazard Mitigation Buyouts, floodplain permitting, training of local officials, and was involved in the municipal inter-governmental agreement consulting project. He has attended many training courses and has real world field experience in floodplain management. In 2024, Clark was awarded as Floodplain Manager of the year, presented by the West Virginia Floodplain Manager's Association.
