Kurt Donaldson
Kurt Donaldson is the manager of the WV GIS Technical Center located at West Virginia University. The Center provides focus, direction, and leadership to users of geographic information systems (GIS), digital mapping, and remote sensing within the state of West Virginia. Since 2003, Mr. Donaldson has been a cooperating technical partner in support of FEMA’s NFIP and Risk MAP programs.

Jeffrey Horneman
Jeffrey Horneman, PLS/GISP, has been working in the survey/geospatial field since joining the U.S. Army Reserves in 1984 as a geodetic surveyor. He attended Defense Mapping School (now National Geospatial Intelligence Agency) in Fort Belvoir for geodetic surveying, and received continuing education in the U.S. Army Professional Development Institute, Community College of the Air Force, and various conferences to acquire more than 200 credits in surveying, mapping, geology, GIS, and engineering. His experience during the past 38 years varies from surface and underground mining design and permitting, boundary & topographic surveys, ALTA surveys, subdivisions, construction surveying, GIS creation, oil/gas wells and pipelines, and consulting through several small to large private engineering and survey firms, and the U.S. Government (U.S. Army Reserves, U.S. Air Force Reserves, and U.S. Army Corps of Engineers civilian). Horneman retired from the Reserves as a Master Sergeant with 24 years of service, and currently works for the U.S. Army Corps of Engineers, Pittsburgh District, as the real estate cartographer for cadastral projects and GIS base mapping. He is licensed as a Professional Land Surveyor in Pennsylvania, West Virginia, and New York, and is also a GIS Professional. Horneman is a past president of the PSLS Southwest Chapter, and served as the PADEP‐PSLS Liaison Committee chair and the Geospatial Committee.

Timothy Keaton
Tim started working in Emergency Management after the Southern WV flooding in 2001 as a contractor. Shortly afterwards, he was hired to work in the National Flood Insurance Program and became a Certified Floodplain Manager in 2004. After several years in the NFIP program, he moved on to become the State Hazard Mitigation Officer in 2010. Due to the tremendous amount of work involved and the low salary, he went to work for the Cabell County Commission in 2012 as the Administrator of Grants, Planning and Permits. Because of political issues he went to work for the Putnam County Commission in 2015 as the Floodplain Permit Officer and Senior Planner. In 2018 he went back to work with the State as an NFIP Specialist. In 2020, Tim was offered a position with IEM (Innovative Emergency Management) to run the Flood Mitigation Assistance Program in Puerto Rico. He took the position and worked from his home for nearly a year during COVID. Because he was never deployed and didn't like the tasks he was given, when he received a call from the state he gladly applied for and accepted the position of Mitigation Planner. He was named NFIP Coordinator in July of 2022 and was awarded the Stacey Ricks Memorial, State Coordinator of the Year from FEMA Headquarters in November 2023.

Earnest McCarty

The Zoology Zone Science Center is our area’s only 501(c)(3) nonprofit dedicated reptile and amphibian no-kill animal shelter and rescue. We are also our region's only "Rescue Zoo" with over 80 rehabilitated reptiles and amphibians on exhibit and used as educational ambassadors.

With a diverse background spanning small business ownership, law enforcement, and drone technology, Bobby claims to bring a unique blend of skills and expertise to the field of aerial mapping and training.
In 2007, Bobby embarked on a fulfilling career as a police officer, dedicating 15 years to protecting and serving my community. Throughout his law enforcement journey, he honed his problem-solving abilities, communication skills, and keen attention to detail.
Seeking a fresh challenge, Bobby transitioned into the dynamic world of drone piloting. As a full-time Drone Pilot at SmartDrone, he specializes in cutting-edge LiDAR mapping. His role involves leveraging advanced drone technology to capture high-resolution data and generate accurate deliverables for many different industries.
Complementing his field expertise, he served as an Instructor at the South Carolina Criminal Justice Academy for six years (2016-2022). During this time, he facilitated over 7,000 hours of instruction, equipping students with the necessary knowledge and skills to excel in their law enforcement careers.
In addition to his full-time responsibilities, he operates a successful part-time business that offers online training in crash reconstruction. Through this venture, he combines his in-depth knowledge of crash reconstruction practices with the power of digital platforms to provide comprehensive and accessible training to professionals in the field. Greg Perkins
Greg Perkins is a 1986 graduate of Wytheville Community College with a degree in Civil Engineering Technology.
After leaving college he was privileged to spend eighteen years learning the profession of land surveying, starting as rodman, earning his license as a Virginia Land Surveyor in 1993 and eventually working up to the position of project and office manager.
During his tenure as a practicing Land Surveyor he was able to work on projects throughout Virginia and much of the eastern United States, specializing in design and construction surveying for transportation projects. Working on larger transportation projects gave me the opportunity to learn GPS surveying in its early days. Greg was able to utilize that knowledge to help implement GPS surveying programs for the different consulting firms where he was employed.
In 2004 Greg was hired as the local representative for Leica Geosystems for Virginia and West Virginia providing sales, support and training services for total stations, GNSS systems and supporting software to the land surveying and consulting engineering community. In this position he can combine my love of land surveying with my love of new technology and training.

He resides in the eastern end of Clay County with his wife DeVona, and Abraham, the youngest of their three sons.
